On September 17, 1787, the U.S. Constitution was signed, and forwarded to the U.S. Congress by a group of American's of the Constitutional Congress in Philadelphia, Pennsylvania. The Constitution wasn't actually passed until 1788 by the necessary nine states. The Constitution of the United States is the Supreme Law of the United States of America.
